CIR Executive Summaries were issued annually from 1994-1997. These were small, concise documents which summarized the larger annual reports that laid out the commission's findings, recommendations, and conclusions. This collection includes rough and final drafts of the executive summaries, as well as comments made by commissioners on these drafts.

Because Commission members came from all over the country and met in person only a couple of times each year, the routine method of communication for Commission business was by facsimile. Several fax cover sheets have been retained to provide examples of how business was conducted. Those documents without cover sheets can be identified as facsimiles by the row of data running across either the top or bottom of each page.
