General note

Folders 5 through 10 give a chronological account from 1957 when the then Connecticut Highway Department, now the DOT, proposed a 4-lane expressway to replace the old congested U. S. Route 7 from Norwalk to New Milford. In 1972 Citizens brought a lawsuit under The National Environment Act (NEPA) for a Better Environment & Transportation (EIS) should be prepared. The DOT responded that is Federal Funds were not involved there was no need for an EIS. The Courts ruled in DOT's favor. In July 1974, the Housatonic Valley (HVA) requested an injunction under the Connecticut Environmental Protection Act (CEPA). These newspaper articles report on the delays, injunctions, and budget problems resulting from the litigation.
