Marketing and promotion,. Develop among merchants essential
organizational, merchandising, and marketing skills. Such things
its cooperation in advertising, sales days, seasonal events, and
):-s use of the downtown for cultural and civic events would be
agressively practiced to give a positive iiaage of the dovrattma.
2, Facade rehabilatation. This will capitalix* on the variety
of buildings and architectural styles, and sense of historical
continuity present in the downtown. Kehabiliaticn of facades in
a way that intensifies these architectural arid historic strengths
will make the downtown a mo:re attractive, and nore marketable,
place.

2. Employ a project manager with taarketing and architectural skills.
Mintz heads a. prog-ram at Columbia University School of Architecture
Preservation Program that trains people for this function. He would
help us find the rioght person. As a recent graduate the cost would
be lew ($12,000- 15,000 per yr.) This person would be responsible
for administering the facade rehsbiliation program (technical
architectural work to be done by local architect Lou Zurlo er
architects.) He would a lso-be responsible for working with merchants
in marketing and promotion.
Facade Rehabillation Prograa; This component would have two parts:

1. Design services. All preliminary design services would be
provided free to property owner. Except for certain technical
