De Grasse announces his arrival in American waters. Lafayette gives a detailed account of the positions of his forces and the enemy, and of the plans he has for containing Cornwallis until the French-American army arrives.

Intelligence of the reappearance at New York of Admiral Graves with six battleships, and defers to Rochambeau's judgment as to whether an immediate attack on New York can be made. Two copies of this letter were sent out, to Rhode Island (this copy, the one received by Rochambeau), and to Black Point, New Jersey. Lafayette didn't sign this copy, which bears, however, the address in his handwriting.
