Answers to a series of requests from Rochambeau, regarding pay of various troops and workmen attached to the French army in America, the sending of additional specialist troops (for artillery), etc.

Military plans for the coming campaign season, with instructions to Rochambeau to stay where he is until he receives news from France about the reinforcements, but to feign preparations for a departure. The post- script relates the information that the British detachment had finally sailed from the Hook about the 20th of March.

An explanation for the adoption of a policy of selling goods to the American army for the benefit of the French army.

Relates his progress in the Southern states, that only Charlestown and Savannah have not fallen.

Deals at length with the financially embarrassed position of the French forces, and also urges that a raid be made by the fleet in Chesapeake Bay.

Informs him that his request for relief because of ill health is granted; and requests that he send word of the date it is to take effect. A letter transferring the command to the Baron de Vioménil is included. (This letter is not present.)

Permission to turn over the command to Baron de Vioménil whenever necessary.

The enclosure is a copy of his communication to a committee of Congress which dealt with the Franklin- Necker contract. In the letter, in a coded portion, he states that he has written to the French government about the precarious financial situation. He also recommends that subsidy funds sent from France be kept strictly secret, as they would otherwise be wasted or cause a slackening of efforts by Congress.
