Requests that Rochambeau inform him of the plans that are being made for cooperation with the fleet of Admiral de Grasse. He describes the mishaps of an expedition made against a force of Loyalists who were supposed to be on Block Island.
Informs Rochambeau that he has written to Vergennes that the French assistance must be effective, if given at all. He also explains why the supplies bought for the French army have cost so much. The date has been corrected from "Juillet" at top.
Extends an invitation to further visits by French officers to Pennsylvania; and expresses the hope that Rochambeau himself can pay a visit to Congress. He gives news of operations of the British in Chesapeake Bay, and in the Carolinas.
