Urges speed in starting the coming campaign. Enclosure contains his ideas for the coming campaign. It is certain that the April date is a clerical error, as on the next to last page he refers to the impending conference between Rochambeau and Washington, which took place on May 23rd. He urges that all naval and land forces available be sent to Chesapeake Bay.
