swift appointment of a new Royal
governor to prevent unrest, "as these
peopell have had theare owne willes
so longe." The second letter repeats
the advice at length and suggests that
some "Church of England men" be
appointed to assist as well.

Concerning an appeal by William
Byam of an Admiralty Court decision
that appears to allow "doubly
qualified" French vessels into
the sugar and molasses trade with
the English. Warner urges that
the decision be reversed to prevent
this "dangerous fraud."
