The papers consist of letters and notes. Garcia, under the name of Manuel Rey, had been charged along with one hundred members of the International Workers of the World (I. W. W.) with conspiracy to obstruct or violate the Selective Service and Espionage Acts. He was deported to Spain in 1923. He re-entered the United States and was again deported to Spain in 1925 under the name Manuel Rey Garcia.
