Two sets of questionnaires sent out by the Commission to Democratic and Republican registrars in each town and returned with requested data and opinions. The first, dated February 17, 1939, collected a "fairly detailed survey of the existing election machinery," with figures of the number of electors and the number voting in 1938. The second dealt primarily with caucuses and primaries and asked for the number of party registered electors in 1939.
