Arranged alphabetically, the series consists of files Kessler copied and took with him after resigning from the FDA in 1997. Along with materials about tobacco, the series includes documentation of drug approval, the Competitiveness Council, Robitussin, and Similac. Folder titles and headings created by Kessler and his staff have been preserved. There may be considerable topical overlap and duplication with materials in Series I and Series III.
