Abstract

Master's Thesis. From the introduction: "Water has always been the essence of life to mankind. The presence or absence of water has determined where we will live and how we will live, and even if we will live. Water resources dictate what we will grow and what he will build. The severe drought of the 1960s, particularly for the North East has brought home to millions of Americans that there is, indeed, a water crisis in this country. The shortage of water did not emerge suddenly with the drought in the most populous section of our country these past few years; it has been developing since the founding of the nation."
